The 250cc Honda That Screamed To 19,000 RPM Factory Stock

Nineteen thousand rpm is a number modern Grand Prix racing will not allow. Today’s Moto3 prototypes are 250cc four-stroke race machines with no lights and no license plate, and their rules cap them at 13,500 rpm.

In 1990, Honda sold a 249cc four-cylinder street bike that spun to 19,000 rpm, with a warranty and a dealer network behind it. It was not fast in any way that would impress you on a spec sheet today.

It existed because Japanese law and a voluntary industry agreement had closed off every other route to a better 250.

Every motorcycle sold in Japan with more than 250cc has to pass shaken, the mandatory inspection that comes around every two years and costs real money. Anything at 250cc or under is exempt from it entirely. That single line in Japan’s vehicle regulations turned the quarter-liter class into the volume seller, and manufacturers treated it accordingly, building real sportbikes rather than starter machines.

Japan’s ordinary motorcycle license covered machines up to 400cc, which put a 250 comfortably under both the inspection threshold and the license ceiling. Riders who wanted real performance without the extra running cost had one obvious place to shop.

A 45 hp maximum applied to every 250cc machine sold in Japan, so all four manufacturers arrived at the same peak figure and had to find their advantage somewhere else. Cycle World has pointed out that the cap did nothing to slow development, because it simply moved the fight to a different number.

Suzuki opened with the GSX-R250 in 1988, Yamaha followed with the FZR250 in 1989, and Kawasaki brought the ZXR250. The Suzuki used a 49 mm bore against a 33 mm stroke to reach a 17,000-rpm redline from 248cc. With horsepower frozen at the top, revs became the only spec left to win, and every engineer in the segment knew it.

Honda’s answer was the CBR250RR, chassis code MC22, built from 1990 to 1996 and sold only in Japan. It carried over the MC14E engine from the earlier CBR250R, but wrapped it in a new aluminum frame with a gull-arm swingarm lifted from the NSR250 and twin front discs in place of the old single. It looked like a scale-model Fireblade, which is where the Babyblade nickname came from.

The engine is a 249cc liquid-cooled inline-four with double overhead cams and 16 valves, an 11.0:1 compression ratio, four carburetors and a six-speed gearbox. It made 45 hp at 14,500 rpm and weighed 337 lbs wet.

Peak power arrives at 14,500 rpm, while the tachometer redline sits at 19,000 rpm and the rev limiter another 1,000 rpm beyond that. Those are three separate numbers, and only the first describes the engine at its best. The 19,000 figure still gets quoted as a power spec, and it wasn’t the case.

Chains and belts stretch under load, and stretch at 19,000 rpm means valve timing would no longer match what the engineers had calculated. Honda drove the camshafts with spur gears instead, the same approach its Grand Prix engines took. At 20,000 rpm each valve opens and closes roughly 167 times a second, leaving no room for a drive that has stretched.

The bore measures 48.5 mm against a 33.8 mm stroke, which works out to roughly 21.4 m/s mean piston speed at redline — less than a modern liter superbike sees at its own ceiling. Nothing exotic was holding the bottom end together; the pistons simply had very little distance to travel.

Those 45 hp from 249cc work out to about 181 hp per liter, on carburetors, in 1990. Honda’s F20C in the S2000, an engine celebrated for exactly this kind of thinking, managed roughly 120 hp per liter a decade later.

The M22 CBR250RR Comes Alive After 14,000 RPM

The engine does not really wake up until around 14,000 rpm, which puts the entire personality of the bike in the last 5,000 rpm of the tachometer. Below that it feels like a much smaller motorcycle than it is. Riding one quickly means holding revs that most engines would treat as an emergency.

Top speed lands around 115 mph, which was never the point. The reward is the noise and the shift points, not the number on the speedometer.

Cycle World’s track test of the group found the GSX-R250 came on at 13,500 rpm and tailed off by 16,000, while the FZR250 started pulling at 13,000 and signed off at 15,500, well short of its own 17,000-rpm redline. Both rivals gave up right about where the Honda was getting interesting. The MC22’s advantage was never a higher peak, only a longer usable stretch at the top.

In 1990 the entire small-displacement market in the United States was essentially the Kawasaki Ninja 250 and the Honda VTR250, a parallel twin and a V-twin. Neither had four cylinders, and neither came anywhere near these engine speeds. Most American riders had no idea the Japanese-market bikes existed.

Ram-air was still a few years away from production bikes, so Honda used straight intake runners to get air into the airbox with as little interruption as possible, which matters more the closer the tachometer gets to its ceiling.

Buyers should watch the 1994 model year closely. Japanese rules changed that year and the engine dropped to 40 hp, so anyone shopping specifically for the 19,000-rpm redline needs a pre-1994 bike rather than a later one.

Clean MC22s Now Sell Between $7,000 And $12,000

Iconic Motorbike Auctions has moved more MC22s than anyone else in the United States, and its closed results map the market. A 1990 example from the Zydyk Collection sold for $12,091. Below that, a 1994 brought $9,416, a 1990 brought $8,667, a 1993 brought $7,972, a 1995 brought $7,597, a 1996 brought $7,383, and a 1991 brought $6,955.

The same auction house has sold non-running MC22s for $2,350 and $4,601, roughly a 5x spread between a rough bike and a sorted one. Buying the cheap one and fixing it almost never pencils out.

These were never legally imported to the United States, and after production ended in 1996 Honda sold the leftover stock in Australia instead. Honda built plenty of them, and almost none were meant to end up here.

Iconic’s bikes generally come with clean Washington titles, and its listings note that as imports they lack the compliance and emissions stickers California requires for a title transfer. Anything offered on a bill of sale instead trades at a meaningful discount. Paperwork moves these prices further than mileage does.

The gear-driven cams remove the cam-chain replacement that a Kawasaki ZXR250 eventually demands, a job plenty of owners have quietly skipped over the past 30 years. The recurring expense on an MC22 is synchronizing four carburetors instead. That work is fiddly, but it costs far less than opening a top end.

These bikes are the entry point to JDM sportbike collecting for a reason. The MC22 is by far the easiest of the 250cc fours to find, while clean Suzuki GSX-R250s and Yamaha FZR250s are close to unobtainable.

Capped at 45 hp by agreement and at 250cc by the inspection threshold, Honda spent its engineering budget on the one number nobody had thought to regulate. The MC22 is what happens when a company cannot buy its way out of a rulebook and has to think instead.

Moto3 machines are 250cc four-stroke Grand Prix prototypes built for one purpose, and their regulations cap them at 13,500 rpm. A 1990 street bike with a license plate and a factory warranty spun 5,500 rpm higher than that. Racing rules exist to control cost and speed, but the gap is still worth sitting with.

Japanese 250cc sales fell across every manufacturer after 1994, and nothing built since has gone back to this formula. Kawasaki’s ZX-25R is the only modern four-cylinder 250, and it does not reach these numbers. The class died with the regulations that created it.

It is best to look for the pre-1994 bikes with clean titles. That is the version with the 19,000-rpm redline and the 45 hp rating, and every one of them arrived in the United States as a gray-market import. The supply is a fixed pool that only gets smaller, and the auction results suggest the market has already worked that out.
