In 2025, the Harley-Davidson CVO range comprised four touring bikes and one adventure bike. The CVO Pan America kicked things off, and with its sub-$40,000 MSRP, that would’ve been our VFM pick last year. In 2026, the situation is different. The CVO range entirely comprises the Grand American Touring models, with five bikes to choose from. There are three baggers, one full-dresser, and one full-dresser trike. Out of these, there’s one clear winner in terms of value for your money, despite costing well over $40,000.

Being highly luxurious machines, value can inevitably take a back seat. After all, someone spending $40,000 can easily stretch the budget by a couple of thousand to get a better product. So the meaning of value-for-money in the CVO range is a bit different.

For starters, it needs to have a sizable price difference with the next best thing. 10 percent seems like an ideal starting point, but the higher, the better the value. At the same time, it shouldn’t lose out on the proper CVO experience to make you question your spending. Luxury features, premium aesthetic, and top-drawer Harley performance are all necessary.

The CVO Road Glide ST Justifies Its Sub-$45,000 MSRP Brilliantly

Out of the CVOs on sale, the CVO Road Glide ST offers the highest value proposition. Its $44,999 MSRP is the driving force here, making this a sizable $5,000 cheaper than the CVO Street Glide. For that moolah, you can not only deal with the small misses on the ST, but also transform the bagger into a proper full-dresser. Harley’s own Grand Tour Pak kit for the ST costs ~$3,800. This includes a top box, pillion backrest, two-up seat, pillion pegs, and all attachment parts. You will still save serious money over the non-ST bike and also the flagship full-dresser CVO.

Why not the CVO Street Glide ST, you ask? Well, even though it’s priced exactly the same, we feel you get less for the moolah. After all, the fairing on the Road Glide is more pronounced for slicing through the air, while also featuring bigger air deflectors for your legs. Oh, and the larger fairing brings extra cubby storage as well.

The CVO Road Glide ST isn’t your regular H-D bagger. Unlike its siblings, there is direct inspiration from the King Of The Baggers championship bike. That puts it in a different league of performance compared to other CVOs, in favor of a little less luxury and comfort. So if you love performance baggers that are also comfy, this will feel like the gold standard. But if you want ultimate luxury, this might leave you wanting more. It’s the small price you pay for chasing value. On that note, let’s dive into the nitty-gritty.

A Premium Solo Saddle Paired With Carbon Fiber Parts

We start with comfort. The CVO Road Glide ST seats you on a solo saddle (carved from luxurious leather and suede materials), while your feet go on compact billet aluminum floorboards from the Switchback Collection. These have rubber inserts up top for comfort, and the aluminum helps reduce unsprung mass.

Add to this the drag-style handlebar (mounted on a six-inch riser), and you’re in for a comfortable yet sporty riding position. There’s no pillion saddle, though, thanks to a factory-equipped forged carbon cowl at the rear. The central tank console, front fender, and exhaust tips are all from the same material, too. We also appreciate the inclusion of frame sliders as standard.

While the saddle supports one, the saddlebags have enough for two. There’s 2.42 cubic feet of total storage, which is actually a little more than the pricier CVO Street Glide. That’s because the batwing fairing doesn’t allow cubby storage as the Road Glide ST’s sharknose fairing does. Sounds minor, but it can be a big plus for storing away your phone or knick-knacks on your tours.

When aboard, you’re also greeted by Harley’s new flagship infotainment. This is a 12.3-inch touchscreen TFT, complete with smartphone connectivity and CarPlay. You also use this to go through the plethora of rider aids and creature comforts, courtesy of a six-axis IMU and ride-by-wire. These comprise:

This is where the CVO Road Glide ST’s sporty inspiration becomes properly prevalent. Harley’s flagship Milwaukee-Eight 121 V-twin engine serves duty here, but it’s in the High Output tune. So variable valve timing makes way for a conventional setup to allow the engine to rev higher. A high-performance camshaft, a Screamin’ Eagle performance exhaust, and a high-flow air intake top things off.

Working together, these raise the output to 127 horsepower and 145 pound-feet, which makes the ST the most powerful mass-production bagger by Harley (it’s 12 ponies and 6 pound-feet up from the normal CVO). For an extra kick, the six-speed transmission has special ratios favoring acceleration. This will still happily sit at 80 MPH all day long, though, and return a respectable fuel efficiency (44 MPG).

Fully Adjustable Showa Suspension, Petal Rotors, And Light Wheels Up The Sportiness

To enjoy this mighty engine, you get fancy underpinnings. Fully adjustable 47 mm Showa upside-down forks (with a Diamond-like coating) and Showa shock absorbers (with adjustment knobs) come standard, both of which take inspiration from the racing world. These join up with lightweight multi-spoke 19/17-inch alloy wheels that wear race bike-like petal disc brakes. Both shed unsprung mass, so the Brembo monobloc calipers stop you faster than the regular CVOs.

Speaking of which, the ST weighs 838 pounds fully fueled, which is 25 less than the previous CVO Road Glide. Other dimensions include:
